"QUOTA QUICKIES"

The production of quota quickies in the 1930s was a ploy developed by non-British film producers to circumvent the British film quota system that imposed a British-content quota (actors / producers / country-of-origin / etc) on foreign film producers to be eligible for distribution in British Commonwealth countries.
This British quota system encouraged a rash of quickly-produced foreign "B" films with British content enabling foreign "A" films to be distributed worldwide with no restrictions.
Filming quickly-produced "B" films in Canada (a Commonwealth country) employing some local actors supporting Hollywood stars helped American filmmakers meet British quota demands.
Twelve Hollywood quota quickies were produced in British Columbia through Willows Park Studio in Oak Bay between 1936 and 1938. An off-season exhibition building on the Willows Fairgrounds was converted to a soundstage where films were produced with stars such as Rita Hayworth, Edith Fellows, Charles Starrett* and Rin Tin Tin Jr.
Oak Bay's twelve "quota quickies" were:

Although primarily "B" movies, these Oak Bay films helped launch the careers of such stars as Charles Starrett (Secret Patrol and Stampede) in 1936 and Rita Hayworth (Special Inspector and Convicted) in 1938.

* After signing with Columbia Pictures in 1935 and honing his skills in Oak Bay (Secret Patrol and Stampede, both in 1936), Charles Starrett would go on to greater fame in the 1940s and 1950s as cowboy superhero, the Durango Kid.
